Los Angeles Tenant Protection Laws
Tenants in the City of Los Angeles benefit from strong protections under the Los Angeles Rent Stabilization Ordinance (RSO). The RSO limits rent increases for many rental units built before October 1, 1978 and requires landlords to have a legally recognized reason before evicting tenants from covered units.
Even when an eviction falls within one of the permitted categories, landlords must comply with detailed notice requirements, relocation payment obligations, and other procedural rules.
In addition to the RSO, the Los Angeles Just Cause Ordinance (JCO) extends eviction protections to many additional rental units that are not covered by the rent stabilization law.

Under the JCO, landlords must generally have a legally valid reason before terminating a tenancy and must follow specific legal requirements when pursuing an eviction.
